Lieutenant Nora Aria stood at the Trial Counsel table, her PADD containing meticulously organized case files, witness statements, and legal briefs she'd spent the past two weeks preparing. The 300-seat auditorium had been transformed into a formal courtroom—the kind of venue reserved for high-profile courts-martial that would be scrutinized not just by Starfleet Command, but by the Federation Council and diplomatic services across multiple quadrants.

The panel of three senior officers sat at the elevated judges' bench. Three of the most senior flag officers in the region, tasked with determining whether Vice Admiral Jack Reacher's actions during the Zytchin diplomatic conference constituted criminal conduct warranting conviction and punishment under the Uniform Code of Starfleet Justice.

Hawks banged his gavel, an activity he would habe thoroughly enjoyed under different circumstances. "This court martial is now in session. After consultations with the JAG Trial and Defense counsels, we proceed through the entering of pleas and the agreed statement of facts and opening statements today. The bench feels that the pursuit of justice, the rights of the accused, our relations with the Zytchin Union, and the maintenance of proper Starfleet discipline will all be best served by the efficient and prompt completion of this matter. Will the Defense and accused please rise."

Jack rose from his seat dressed in the Starfleet dress uniform which had the medals ranging from his Medal of honor and even the Distinguished Service Medal

"Vice Admiral Jack Reacher, you stand accused of 3 counts. Count 1- Assault and battery, class 2. How do you plead?" Hawks said to those at the defenses desk. It was a simple assault charge, with class 2 denoting that it was committed without the use of weapons, or any additional aggravating factors. It carried with it a sentencing recommendation of 1-2 years in prison and either a demotion in rank or a dishonorable discharge.

"Not Guilty," Reacher stated firmly

"Count 2- Conduct Unbecoming of a Starfleet Officer, class 2. How do you plead?" Hawks continued. This charge was what was usually referred to as a "Alternate" or a "Just in case" charge, that prosecutors often filed to cover their bases if a defendant successfully avoided conviction on the main charge they were seeking. It had a slightly less severe sentencing guideline of up to 1 year in prison, or 2 years of probation, with the same additional penalty of demotion or dishonorable discharge as count 1. The class distinction in this case limited the scope and reach of the consequences and follow-on effects that the accused's conduct could potentially entail. Hawks personally thought the JAG prosecutors had made the right decision by downgrading this particular charge from the original class 1, to class 2, as Jack was the Theatre Commander, and it would be difficult to realistically make the case that any consequences of his conduct would go beyond his unit.

"Not Guilty," Reacher stated again

Hawks moved on to the 3rd and final count. And the one that he personally thought would be the toughest for the Defense to make the case for acquittal on. "Count 3- Conduct contrary to proper military discipline whilst in a position of authority during the performance of active duty, class 1. How do you plead?"

This charge came with a sentence of 6 months in prison and/or a demotion with formal reprimand and/or a general or dishonorable discharge depending on the opinion of the sentencing authority. He has punched out foreign diplomats bodyguard while he was conducting a diplomatic negotiations, in a room for of dignitaries and over a dozen other Starfleet officers. Regardless of the reason or any conceiveable Excuse, his conduct was certainly contrary to the expectations for any Starfleet officer who was in a leadership position.

"Not Guilty," Reacher stated once again.

"Prosecution, are you ready to proceed with opening statements?" Hawks asked.

Commander Sam Reynolds stood and approached the panel with the measured confidence of a seasoned prosecutor addressing one of the most significant courts-martial in recent Starfleet history. He carried no PADD, no notes—just the weight of evidence compiled over weeks of investigation and preparation.

"Rear Admiral Hawks, Fleet Captain House, Captain H'Lai," Reynolds began, his voice carrying clearly through the auditorium.

"The charges before this panel are straightforward: Article 128 of the Uniform Code of Starfleet Justice—Assault and Battery—and Article 133—Conduct Unbecoming an Officer. What the evidence will show is equally straightforward: Vice Admiral Jack Reacher, while serving as Beta Quadrant Operational Theater Commander, committed an unprovoked assault against a foreign dignitary's security guard during active diplomatic negotiations, conduct that violated both Starfleet regulations and the diplomatic protocols essential to Federation interests."

Commander Reynolds moved deliberately, positioning himself where the panel could see both him and the defense table.

"Let me provide the panel with a roadmap of what the evidence will demonstrate. On Stardate 79645.3, Vice Admiral Reacher attended a diplomatic conference on Starbase 113 with representatives from Zytchin III—Prime Minister Rennak Torvak, Governor Yarin Drax, and Elder S'Kai. The purpose of this conference was to discuss Federation security cooperation with Zytchin III, a strategically important world that had recently gained independence."

"During these negotiations, tensions arose—as they often do in high-stakes diplomatic environments. Words were exchanged. Voices were raised." Reynolds' tone sharpened slightly.

"What happened next was neither diplomatic nor appropriate. Prime Minister Torvak's personal security guard approached Vice Admiral Reacher with the apparent intent to escort him from an escalating situation. The guard placed his hand on the Admiral's arm. Not a strike. Not a threat. A guiding gesture."

"Vice Admiral Reacher's response was immediate and violent. He struck the Andorian guard with sufficient force to knock him to the ground.."

Reynolds moved closer to the panel.

"The Government will present testimony from multiple witnesses: Commander Riley, Deputy Chief of Staff for Beta Quadrant Command; Lieutenant Daven Voss, an intelligence analyst assigned to the Admiral's staff; and civilian personnel with no institutional bias toward either side."

Hawks and the rest of the empaneled judges sat and listened to the remainder of Reynolds opening statements. It sounded about as open and shut of a case as could.

"Is the defense ready for their opening statements?" He asked after Reynolds completed his address to the court.
